1. AR is approx. 1.28:1
2. It is NTSC, not PAL
This explains the runtime not being substantially shorter.
However, it is 30fps only (24p not available).
The 24fps -> 30fps conversion seems to have been achieved by blending whole frames (instead of the alternative method of combining fields using 2:3 pulldown). 4 frames are converted to 5 in the pattern: A, B, B+C, C, D... therefore 1 frame in 5 has a "ghosting" type effect. This is might be quite common for discs encoded as 30fps, I'm not sure, but I thought I'd mention it anyway.
3. runtime of 79:50 is correct, but it is NTSC, so the "PAL" should be removed from the Cuts section.
