BBFC lists 141-minutes for the feature at http://bbfc.co.uk/releases/limits-control-2009 and 166-minutes for the video at http://bbfc.co.uk/releases/limits-control . The DVDs, however, are around 115 minutes each.
What could be happening here?

It's the piece of crap that passes for the new BBFC website. 
You need to drill down to the components list (no weblink possible)
then you find the video runtime of 01:51:08:10
the 166 includes the extras.
Similarly, under "feature", the film has a runtime of 115:48
